The sparkling layer on the dotties does come out

While sticking the dotties on some craft work, the sparkling layer on the dots come off a few of them. What is left is just a white dot. So the "sparkle" is just a very thin layer of sheet on the dots. I can't create embellishments to resell as the quality is not up to mark.
